“The draft report concludes, and rightfully so, that the ERC commissioners have committed malfeasance, misfeasance and nonfeasance, rendering illegal ERC’s issuance of Resolution No. 1, Series of 2016, that delayed the effectivity of the Competitive Selection Process. The draft report also concludes that ERC officials have committed acts prohibited under the Anti-Graft and Corrupt Practices Act, in implementing the same Resolution No. 1,” ani Zarate.
