Libreng civil registration ng mga katutubo umabante sa Kamara

Umabante sa Kamara ang panukala na magkakaloob ng libreng civil­ registration sa mga ka­tutubo.

Inaprubahan sa ikalawang pagbasa ang House Bill (HB) No. 7849 o “Indigenous Peoples Civil­ Registration System (ICPRS) Act” na iniakda ni ANAC-IP Party-list Rep. Jose Panganiban Jr.

Sa pamamagitan ng panukala ay magkakaroon ng culture-sensitive civil registration system para sa indigenous peoples (IPs) at inaatasan ang Philippine Statistics Authority (PSA) sa pakikipag-ugnayan sa National Commission on Indigenous Peoples (NCIP), National Commission on Muslim Filipinos (NCMF), Philippine Association of Civil Regis­trars at National Commission on Culture and the Arts (NCCA) na magtatag ng ICPRS.

“As such, the Philippine Statistics Authority is mandated to re-design its civil registry forms appropriate to the cultures of IPs/ICCs. Instead of issuing separate forms for the IPCRS, the PSA National­ Statistician shall cause the amendment of exis­ting civil registry forms for uniformity of all civil re­gistry documents to ensure acceptability by end-use agencies or institutions of the information contained in the documents and ease of establishing filial bonds between or among pa­rent or parents and child,” ayon sa panukala.

Kapag naisabatas ay wala ng kahit anong babayaran ang mga katutubo sa pag-agap ng iba’t ibang dokumento gaya ng birth, marriage, at death certificate sa Local Civil­ Registry (LCR) Office.

“IPs shall also be e­xempted from the payment of notarial fees and documentary stamp tax in cases where the recording of the birth, marriage, or death requires the execution of affidavits or sworn statements and similar documents,” batay pa sa HB 7849.

Ang mga lalabag sa probisyon ng panukala partikular na ang mango­ngolekta o maniningil para sa civil registration ng mga katutubo ay pagmumultahin ng P5,000 at makukulong ng tatlong buwan.
