DPWH niloko senado sa ‘PORK’

“This early, we are already seeing the ugly effects of pork.”

Ito ang sinabi ni Senador Panfilo Lacson sa gitna ng giriin ng ilang opisyal ng Kamara hinggil sa distirbusyon ng infrastructure allocations na nakapaloob sa panukalang 2021 budget.

“More than the possible delay in the passage of the 2021 national budget, any ugly squabble in plenary over the distribution of earmarks a.k.a. ‘pork’ is exactly that – ugly,” pahayag ni Lacson sa isang statement.

“When statesmanship goes out the window, our people’s respect towards the legislature as an institution as well as its individual members somehow dissipates,” dagdag pa nito.

Nauna nang napabalitang nagsimula ang power struggle sa Kamara dahil sa disparity o hindi pagkakapantay ng budget allocation para sa mga infrastructure project sa bawat distrito ng mga kongresista.

“Any way we look at it, it is sad and lamentable, to say the least,” ayon kay Lacson.

Ayon pa kay Lacson, dapat ipaliwang mabuti ng Department of Public Works and Highways (DPWH) sa ilalim ng pamumuno ni Secretary Mark Villar ang mahigit P500 bilyong re-appropriation at kump sum sa mga kuwestiyonableng appropriation sa 2021 budget.

“Having said that, the total amount representing P135 billion covering 5,913 reappropriated items and P396 billion in lump sum appropriations lodged in the central office of the DPWH may need further clarification,” ani Lacson.

Paliwanag ni Lacson, sa oras na sinimulan na ang implementasyon ng proyekto, ibig sabihin nito’y napondon na ito.

“It is basic that once an infra project has started its implementation, it is already obligated. Hence, there can be no partial cash allocation, unless that project is discontinued, cancelled, or terminated. Then, the unused portion of the appropriation becomes savings that may be realigned,” sabi ni Lacson.

Kung ang proyekto naman aniya ay sakop ng Multi Year Contractual Authority (MYCA), ang nasabing mga item hindi muling pondon sa susunod na budget year.

“We were not born yesterday as far as budgeting is concerned,” sambit pa nito. (Dindo Matining)
