Dahilan ng Batas Militar Ayon Mismo sa Pangulong Marcos part 2
(Karugtong) Ipinakita ng historyador na si Ambeth Ocampo ang nilalaman ng diary ng Pangulong Ferdinand Marcos. Dalawang taon bago ang iproklama ang Martial Law, pinag-isipan na niya ito bilang pinakamadaling paraan upang mapanatili ang sarili sa kapangyarihan. Ngunit kailangan munang lumala ang sitwasyon upang magawa niya ito.
Noong 7 Marso 1971, isinulat niya kung anong klaseng Batas Militar ang nais niyang ipatupad, “If and when I declare martial law, it wil become necessary not merely to assume greater powers but to impose what is referred to as martial law in its severest form or in its technical senses – ‘that of the will of the commander, unlimited by any restrictions from statutes or the Bill of Rights.’” Samakatuwid, iyong Batas Militar na siya lamang ang talaga ang masusunod.
Matapos ang isang taon, nagtungo ang Unang Pamilya sa Baguio upang magkaroon ng spiritual retreat sa mga Heswita. Noong 28 Marso 1972, sa tradisyon ni San Ignacio, gumawa siya ng “My Own Spiritual Exercises”:
“I asked the Lord for a sign and he had given it. In the meditation this morning, the following thoughts were brought out.
“‘My job is too heavy, but your will and not mine be done.’
“The permissiveness of society must be balanced with authoritativeness. The two poles must be give weight and equal importance.
“There in the exercises—Is it for the glory of God that there be authoritativeness? Yes for we restore order where there is chaos.
“There are certain themes that one must be sensitive to. Thus relativity.
“Food is good. But meat is not always good. Thus if one has had an appendectomy, meat is not good. This is the relative value of meat.
“Nor is cyanide to be taken at all. This is the absolute value of certain things to be eaten.
“So I conclude that freedom is not always good. There may be periods in a country’s life when it is like meat. For the time being, it must be curtailed or denied.
“And the permissiveness of our society had spawned the many evils that will wreck our Republic. It must now be balanced with authoritativeness—and that is martial law. However, I put as a condition the occurrence of massive terrorism which would alarm the people as well as the authorities.”
Hindi pa rin lumalala ang sitwasyon 1972 na. Ayon sa kanyang Chief of Staff mula 1968 hanggang Enero 1972 na si Heneral Manuel Yan, “…Hindi naman malala ang sitwasyon diyan sa New People’s Army na kayang sugpuin naman ng ating Armed Forces through small unit actions only. … Tayo ay bumili ng anti-riot equipment to be able to quell this student unrest peacefully, … HINDI KAILANGAN NG MARTIAL LAW.”
Ngunit buo na ang loob ni Apo na baguhin ang kasaysayan.
