Aiza waldas pondo sa mga Consultant, Merienda

KINUWESTIYON ng Commission on Audit (COA) ang natuklasan nitong mga ‘unnecessary spen­ding’ ng National Youth Commission (NYC) sa panahon ng panunungkulan ng nagbitiw na chairperson nitong si Aiza Seguerra sa kanilang meals at snacks sa 112 unofficial meetings noong 2017 gayundin ang pagkuha ng mga consultant na walang kompletong dokumentasyon.

Dahil dito, binalaan ng COA ang NYC na hinay-hinay sa paggamit ng pondo ng pamahalaan at gastusin lamang ito sa mga office-related event.

“We reviewed the petty cash vouchers and found out that of the total sample of 126 mee­tings and related activities held during the year, the total cost of P296,968.30 was used for payment of meals and snacks served, 112 of which with a total cost of P268,068.55 were considered not official,” ayon sa COA report.

Kung isang work-rela­ted umano ang isang event ay dapat magsumite ang ahensiya ng isang ‘duly signed Notice of Meeting o Office Order’ na kung saan dito makikita ang pangalan ng mga participant o kalahok nito.

“The customary practice of incurring expenses for meals and snacks for mee­ting and related activities without an Office Order and Notice of Meeting was deemed unnecessary expenditure,” ayon pa sa COA.

Gayundin, pinuna ng COA ang pagkuha ng NYC ng mga consultant noong nakaraang taon sa kabila ng non-submission ng complete documentary requirements.

Lumitaw sa opera­ting expenses ng ahensiya, lumobo sa P3.55 milyon ang consultancy services ng NYC noong 2017 kumpara noong 2016 na umabot lamang sa P874,400. Katumbas ito ng 306 percent na pagtaas.

“Under COA Circular No. 2012-003, government officials and employees were reminded to exercise the ‘diligence of a good father of a family’ when spending taxpayers’­ money with an admonition to consider the demands of good government,” paalala pa ng COA.

Nag-resign ang 34-an­yos na si Aiza Seguerra bilang NYC chairperson noon lamang Marso nga­yong taon.

Naging palaisipan sa publiko ang bigla niyang pagbibitiw sa puwesto dahil walang inihayag na rason tungkol dito ang kampo ni Aiza.

Sinikap ng Abante na makuha ang panig ni Aiza ngunit nabigo ang pagtatangka na makakuha ng reaksiyon mula sa kanyang kampo tungkol sa audit report ng COA.
