Adik na tserman, kagawad ‘wag pasuwelduhin
Inirekomenda ng isang kongresista na huwag pasuwelduhin o partehan ng Internal Revenue Allotment (IRA) ang sino mang mapapatunayang adik na makakalusot o mahahalal sa barangay election.
Mahalagang magkaroon ng drug test sa mga mauupong lider ng barangay, ayon kay 1-CARE Party-list Rep. Carlos Roman Uybarreta.
“Before the elected officials receive their first salary or their respective IRA allocations, the drug test result can be one of the requirements. If they test positive for illegal drugs, they do not get their salary, IRA, service vehicle, office budget, or office equipment,” pahayag ng solon.
Puwede aniyang gumawa ng paraan ang Department of Interior and Local Government (DILG) at Civil Service Commission (CSC) para makasama sa mga rekisitos ang drug test.
Maaari rin aniyang maglabas ng Executive Order, Administrative Order, o Department Order upang maipairal ito.
“The bottom line point is to make sure government funds and property are entrusted to public servants who obey the laws of the land. If they use illegal drugs, that should disqualify them from using public funds and property,” dagdag ni Uybarreta.
